On Friday, December 13th, 2013, The Assessment Committee of Vietnam National University, Hanoi (VNU) chaired by Assoc. Prof. Dr. Nguyen Kim Son took place at Hanoi School of Business (HSB), to evaluate and improve the new master program named “Management of Non-traditional Security”.

  

 

 

This is a highly interdisciplinary program that meets with urgent needs of training quality human resources for a newly established academic field in Vietnam, and that is very important for Vietnam. About the program builders, besides leading figures in Vietnam academic society such as Prof.Dr. Mai Trong Nhuan and Prof. D.Sc. Vu Minh Giang, HSB also received great supports from experienced experts, who are former high-rank officials in the Government, including Senior Lieutenant General, Dr. Nguyen Van Huong – former Vice Minister of Ministry of Public Security.

The program has received huge attention from different authorities and leadership, especially when the 8th Plenum of 11th Central Committee of Vietnam Communist Party has adopted the Resolution on National Defense Strategy in the new situation, in which Non-Traditional Security has become an important content. Assessment Committee includes many prominent professors such as Prof. D.Sc. Luong Xuan Quy, National Economics University; Senior Lieutenant General, Vice Minister of Ministry of Public Security, Assoc. Prof. Dr. Bui Van Nam; Senior Lieutenant General, Academician, Dr. Nguyen Huy Hieu – former Vice Minister of Ministry of Defense and Vice Minister of Ministry of Science and Technology, Dr. Le Dinh Tien.

After hearing Assoc. Prof. Hoang Dinh Phi, Acting Dean of HSB, on behalf of the program builders, presented the foundation, goals, contents and program framework, curriculums, and faculty, as well as other necessary conditions to run the program, Members of Assessment Committee have provided comments on the scheme.

Former Vice Minister of Ministry of Defense, Senior Lieutenant General, Academician, Dr. Nguyen Huy Hieu stressed: “in the current context of international integration, and the world is becoming complicated in many aspects, besides our regular efforts in ensuring the national security, defense and sovereignty, any society would also need to pay special attention to non-traditional security issues with emphasis on the guarantee of the security of human, organization and community. VNU and HSB efforts in innovating and building the program are considerably important and necessary in the new situation. The implementation of this master training program is fully in line with the mission of the VNU and the competence of HSB that has international interdisciplinary faculties, modern facilities, open cooperation and 10.000 successful alumni”.

Vice Minister of Ministry of Public Security, Senior Lieutenant General, Assoc. Prof. Dr. Bui Van Nam appreciated the pioneering spirits of HSB for the innovative learning from topical programs in developed countries. To gain more convincing arguments, Dr. Nam suggested to update recent conclusion from the 8th Plenum of 11th Central Committee of Vietnam Communist Party on national defense and security in the new situation, in which identified the direct and regular threats of traditional and non-traditional security with respect to national sovereignty.

Vice Minister of Ministry of Science and Technology, Dr. Le Dinh Tien remarked: “The program promotes the strength of HSB’s brand and enlists the cooperation and support in lecturing and researching of the renowned professors of Vietnam and many universities in the top 50 of the World. Program outcome standard is in accordance with social needs and trends in three occupational groups: (1) Public leaders and managers involved in policy making for socio-economic development, economic management , management of disasters and social evils … from central to local levels , (2) Members of the corporate management board, internal control board, risk control department , legal department , security and non-traditional security experts… working for state firms, FDI, diplomatic organizations, non-governmental organizations and international organizations … (3) Researchers and lecturers who want to teach the interdisciplinary courses related to security management, strategic studies, international studies, sustainable development … ” 

 

Assoc.Prof.Dr. Nguyen Minh Duc, from the People’s Police Academy, has concluded that the program has been elaborately prepared, highly academic, highly feasible and is not overlapped with any other programs implemented in Vietnam and ASEAN. More importantly, the program has incorporated many prominent scientists from VNU and many other well-known training institutions including University of San Diego, University of Queensland, Nanyang Technological University, etc. With vast knowledge and experience after years of researching non-traditional security, Dr. Nguyen Minh Duc also offered cooperation to continuously develop this program, for the national interests.
With 100% of the votes of the members who presented at the meeting, the Committee praised the quality of preparation of the program proposal and unanimously gave the highest grade. Chairman of the Committee, Assoc.Prof. Dr. Nguyen Kim Son concluded the meeting of the assessment committee and urged HSB to better prepare for the successful implementation of this program.
