The 1st ASEAN Cooperation Forum on Management of Nontraditional Security (ACF-MNS) organized in Vietnam

On the 17th, October, 2022, in Hanoi, with the consent of the Prime Minister of Vietnam, Vietnam National University, Hanoi (Institute of Nontraditional Security or INS, Hanoi School of Business and Management or HSB) organized the 1st ASEAN Cooperation Forum on Management of Nontraditional Security (ACF-MNS).

This is the first time that an ACF-MNS Forum has been held with the support of Vietnamese authorities, especially the Office of the Government, the Ministry of Foreign Affairs, and the Ministry of Public Security. Especially, the Forum received strong interest from Ministries, Industries and Hanoi’s People Committee; local and international scientists and scholars; reputable academic and nonacademic institutions; embassies and enterprises in Vietnam.

The 1st ACF MNS Forum focused on 3 topics, (1) Analyzing and sharing knowledge of MNS, (2) Analysis of NS issues and their impacts on each ASEAN countries and region, (3) Proposing solutions and enhance awareness, leadership and MNS capability, from policy to strategy planning and implementation.

During this important event, Prof.Dr.Le Quan, President of Vietnam National University, Hanoi emphasized: “Currently, in the ASEAN region, the risks, challenges and threats related to traditional and nontraditional security already exist and are increasing, and it is an urgent need for the region to join hands, firmly consolidate trust, and closely collaborate between countries with an aim of ensuring security for the whole region.”

Highlighting how importance research and training activities on the MNS field are to contribute to the knowledge circulation, sharing and application of MNS knowledge in policy making, in building, implementing MNS strategies and action plans in combination with sustainable development strategies, Assoc.Prof.Dr. Hoang Dinh Phi, Rector of Hanoi School of Business and Management (HSB), Vietnam National University, Hanoi (VNU) shared with the ACF-MNS participants: “From 2014 to 2022, HSB has published many papers domestically and internationally, and implemented training courses on MNS for more than 5.000 officers and personnel of strategic planning of public offices, organizations and big corporations of Vietnam; about 200 graduates in MNS are working in many fields and making many good contributions to the knowledge circulation and sharing and application of MNS knowledge in policy making and in building and implementing MNS strategies and action plans in combination with sustainable development strategies. However, this is only the start and it has not yet met the need to increase the awareness and capability of MNS for leaders, managers, and administrators”.

The ACF MNS Forum was an opportunity for policy makers, scholars, scientists, educators, public and private administrators in Vietnam and other countries in the region to share ideas, knowledge, practical experience, and scientific research results, contributing to raising awareness and capability of Management of Nontraditional Security from policy, strategy to action at all levels from national to community, organizational and businesses.

Vietnam National University, Hanoi desires that the success of the ACF-MNS will kick start a common ASEAN MNS “playground” where similar events would be organized annually gathering scientists, scholars, administrators and policy makers, inside and outside the ASEAN region, to discuss various aspects of nontraditional security towards building a united, prosperous and sustainable ASEAN community./.
