Institute of Non-Traditional Security Launches MNS Think Tank

On the morning of December 18, Institute of Non-Traditional Security, Hanoi School of Business and Management, Vietnam National University, Hanoi coordinated with the Government Information Portal and the Hanoi Institute for Socio-Economic Development Studies to organize a workshop entitled “Non-Traditional Security in Urban Governance of Hanoi: Current Situation – Challenges – Sustainable Solutions.”  On the occasion of the workshop, Institute of Non-Traditional Security, Hanoi School of Business and Management, Vietnam National University, Hanoi, officially launched the MNS Think Tank – the “Research and Consulting Group on Strategic Governance for Ensuring Non-Traditional Security”.

The workshop brought together experts in urban planning, transportation, irrigation, water security, environmental security, environmental technology, and urban traffic management.

The event was held in the context of Hanoi’s ongoing efforts to address long-standing urban challenges, including traffic congestion; urban order toward a green, clean, beautiful, and civilized city; environmental pollution; water pollution; air pollution; and urban flooding in both inner-city and suburban areas. In practice, Hanoi is facing numerous challenges, risks, and threats to non-traditional security, as identified in Government Resolution No. 147/NQ-CP, which promulgates the National Master Strategy for Prevention and Response to Non-Traditional Security Threats to 2030, with a Vision to 2045.

With the aim of contributing policy advice and proposing practical, effective, and sustainable solutions for the Capital, the Institute of Non-Traditional Security, Hanoi School of Business and Management, Vietnam National University, Hanoi, has decided to establish the “Research and Consulting Group on Strategic Governance for Ensuring Non-Traditional Security” (Think Tank).
This research group is responsible for implementing research projects and providing strategic governance consultancy on non-traditional security for the Party, the State, as well as domestic and international organizations and individuals.

Speaking at the launch workshop, Professor Dr. Hoang Dinh Phi, Rector of the Hanoi School of Business and Management (HSB) affirmed that the Vietnamese scientific community has every reason to take pride in the fact that Vietnamese scholars are pioneers in this academic field, not only in research but also in conceptual innovation. Concepts such as Management of Non-Traditional Security (MNS), as well as “technology security governance,” “brand security governance,” and “economic security governance,” were all developed by scholars of the Institute of Non-Traditional Security, Hanoi School of Business and Management, based on practical research.

Professor Dr. Hoang Dinh Phi, Rector of the Hanoi School of Business and Management, Vietnam National University, Hanoi, serves as Co-Chair of the MNS Think Tank research group.

Building on the success of undergraduate and graduate programs in non-traditional security, Professor Dr. Hoang Dinh Phi and Professor Dr. Nguyen Xuan Yem, together with other scholars of the Hanoi School of Business and Management, Vietnam National University, Hanoi, decided to establish the MNS Think Tank – the Research and Consulting Group on Strategic Governance for Ensuring Non-Traditional Security.

Lieutenant General, Professor Dr. Nguyen Xuan Yem, Director of the Institute of Non-Traditional Security, serves as Co-Chair of the MNS Think Tank research group.

According to Professor Hoang Dinh Phi, this model approaches security–development issues from a scientific, interdisciplinary, and cross-sectoral perspective, aiming to find solutions to the increasingly complex challenges of modern society.

At the workshop, experts and scholars focused on clarifying five key issues:

  1. Urban planning for Hanoi toward the development of a “New Hanoi” with a multi-polar, multi-center model

  2. Urban transportation and traffic congestion

  3. Urban order, sidewalk governance, and public safety

  4. Environmental pollution, including water and air pollution

  5. Climate change and flooding in urban and suburban areas

In his concluding remarks, Lieutenant General, Professor Dr. Nguyen Xuan Yem, Director of the Institute of Non-Traditional Security, emphasized that the workshop was organized with the aim of contributing policy recommendations to the leadership of the Party, the State, and Hanoi City.
To date, the workshop has gathered numerous high-quality and practical opinions. In particular, discussions and proposed solutions focused on four major issues: urban and transport infrastructure; traffic congestion; environmental pollution; and water pollution. These contributions will be synthesized and incorporated into both short-term and long-term solutions for the sustainable development of Hanoi.
